“For almost a year now, IBM has been trying out Watson, its cognitive computer that learns and makes snap decisions on the fly, on making programmatic ad buys for a portion of its online ad campaigns.   1. Only works for 6 figures/ month budgets and they aren't offering anything new or superior. You can get a junior data scientist to provide you with a more effective custom algorithm for your campaign instead for a lot less.
